Abstract
Every change in leadership offers an opportunity for policy change, too. What does the recent election of a new LDP leader and Prime Minister mean for Japan’s climate policy? Taking the recent leadership change as the starting point, this talk explores long-term trajectories and conditions for change in Japan’s climate policy. How has Japan developed from a climate leader to a driver of climate delay? This talk explores Japan's climate policy, the climate discourse promoted by different government actors, provides an update on Japan’s nuclear power paradox and potential forces for more ambitious climate policy within Japan’s democratic system.
